Born on April 18, 1934, in Norma, Tennessee, Janis moved with her family to Billings, Montana, where she graduated high school and studied architecture and art at Montana State College. She married Frank Dwight Neill Jr. in 1957, and their life together included multiple moves due to his Air Force career, eventually bringing them to Alaska.
In Alaska, Janis became an influential figure in the local art community, founding the Alaska Watercolor Society and serving as its president. She also supported the Eagle River Fine Arts Academy, taught art, and operated the Cottonwood Antique and Art Gallery, where she showcased local artists and provided lessons. Her watercolors earned several prestigious awards, including Best of Show at the Alaska State Fair.
